Homeless Education

The McKinney-Vento Homeless Assistance Act is Title X, Part C of the No Child Left Behind Act of 2001.  Anyone who lacks a fixed, regular, and adequate nighttime residence may be identified under McKinney-Vento, including those in the following situations:

Homeless students have the same right to a quality education as their housed peers. Under the McKinney-Vento Homeless Education Assistance Act, schools can help match students to eligible tutoring providers who are able to provide intensive academic supports needed to keep students achieving to high standards.:

  • Sharing housing with relatives, friends, or strangers due to economic hardship or lack of housing;
  • Living in emergency or transitional shelters;
  • Living in motels, hotels, trailer parks, camping grounds due to economic hardship or lack of housing;
  • Living in cars, parks, public spaces, bus or train stations, or abandoned buildings;
  • Migratory children or youth living in circumstances described above; and/or
  • Unaccompanied youth, meaning youth not in the physical custody of a parent or guardian, such as runaways and youth denied housing by their families

The McKinney-Vento Act ensures educational rights and protection for youth and children experiencing homelessness.

Services Provided by Charles City County Public Schools

If a student is found eligible for services under the McKinney-Vento Act, the school district can provide the following services:

  • Immediate school enrollment
  • Transportation
  • Free meals
  • Referrals to community resources for food, clothing, shelter, etc.

Transportation Procedures

Charles City County Public Schools will provide transportation assistance (where feasible) for students approved as McKinney-Vento eligible so that the student may remain at his/her current school (school of origin). This transportation is arranged through the Homeless Education Liaison.
