Get to know LTC Peters, our JROTC Teacher


Welcome! I have been the Senior Army Instructor of the Charles City County JROTC “Panther” Battalion since its conception in 1995.

I am a native of Port Arthur, Texas and was commissioned an Armor second lieutenant in 1975 upon graduation from the United States Military Academy at West Point, New York.

I have served in a wide variety of command and staff positions during my twenty year active duty career. My early assignments included duty with the 2nd Battalion, 33rd Armor, 3rd Armored Division, U.S. Army Europe; 2nd Squadron, 9th U.S. Cavalry, 24th Infantry Division, Fort Stewart, Ga. Advisor, 377th Theater Area Army Command, New Orleans, LA and G-3 Training Officer, VII U.S. Corps, Stuttgart, Federal Republic of Germany. LTC Peters combat experience includes a tour with the 4th Battalion 64th Armor Regiment and Division G1, 24th Infantry (Mechanized) Division during Operation Desert Shield and Desert Storm. My final active duty assignment was a Joint tour as the Chief of Command and Control Warfare, CJG3 Plans, Combined Forces Korea.

Upon conclusion of active duty service, I continued service to the country by establishing an Army Junior Reserve Officer Training Corps (JROTC) unit at Charles City County High School, Charles City, Virginia. During my nearly twenty years of leadership the JROTC unit has consistently maintained its federal certification as an Honor Unit. Additionally, I also am the coach of the unit’s rifle marksmanship team.

I hold a Virginia secondary teacher’s license, JROTC Instructor’s certification from U.S. Army Cadet Command and a Rifle Marksmanship Coach’s certificate from the Civilian Marksmanship Program (CMP).

I also hold a Bachelor of Science Degree in Engineering from the United States Military Academy and a Master’s degree in Management from Central Michigan University. My military education includes the Armor Officer Basic and Advance courses, Junior Officer Maintenance Course, Command and Control Warfare Officers course and the United States Command and General Staff College.

Awards and decorations I have received include the Meritorious Service Medal (with two Oak Leaf Cluster), the Army Commendation Medal (with Oak Leaf Cluster), Army Achievement Medal (with Oak Leaf Cluster), and Southwest Asia Defense Medal, Kuwait Liberation Medal and Parachutist badge.

I am a member of numerous patriotic and community organizations including the American Legion, Military Officers of America Association, Veterans of Foreign Wars, Military Order of World Wars and the West Point Society of Richmond.

I am married to the former Marva D. “Chit” Bradley, an Army Brat (Family member) and they have one daughter, Eryn, who is currently a nursing student at Bon Secours College of Nursing, Richmond, Va.
